Cross Bay Link + Tseung Kwan O-Lam Tin Tunnel: opened 2022, cutting out a real detour
Previously, traffic from the Sai Kung direction had to loop via Po Lam Road or through central Tseung Kwan O before reaching the Tseung Kwan O Tunnel into East Kowloon — a genuinely roundabout path. Since the Cross Bay Link and the Tseung Kwan O-Lam Tin Tunnel opened in 2022, traffic can now run directly from opposite LOHAS Park, across the bay, straight into the Tseung Kwan O-Lam Tin Tunnel and onto the East Kowloon corridor in one continuous move — no detour through Tseung Kwan O town centre required. Both are on the Transport Department's list of toll-free government roads/tunnels, so the shorter route comes with zero added toll.
The result: a meaningfully shorter journey for the Sai Kung direction
For residents and visitors in Sai Kung and Clear Water Bay, this is a real improvement — from Hiram's Highway and Clear Water Bay Road out to Tseung Kwan O, the drive no longer has to loop through the town centre before rejoining the road out of Kowloon. That said, even with the shorter route, Sai Kung remains one of the longest airport routes on Hong Kong Island's mainland side (roughly 48–54 km), and Hiram's Highway itself is a winding two-lane road — which is the real reason we use a fixed fare, explained below.
Why not meter 85% off? Because Sai Kung really only has one route to choose
Tuen Mun and Yuen Long use meter 85% off because those areas have two routes with a fare gap exceeding a hundred dollars (for example the Tuen Mun-CLK Tunnel versus the Tai Lam Tunnel) — it's only fair to charge based on whichever route the passenger actually takes. Sai Kung is different: from Sai Kung town, there's really only one way to go — Hiram's Highway onto Clear Water Bay Road into Tseung Kwan O, then via the Cross Bay Link or the Tseung Kwan O-Lam Tin Tunnel into Kowloon — with no materially different alternative. Since the route is fixed, a flat fare can lock in two real sources of uncertainty:
- Hiram's Highway's winding stretches — a two-lane road that slows for oncoming traffic or cyclist groups; slow sections like this can rack up meter time under statutory time-based charging.
