Why Do Yuen Long and Tin Shui Wai Use "Meter 85% Off" Instead of a Fixed Fare?

This is a deliberate design, not us being too lazy to set a price — there are three reasons, all benefiting Yuen Long residents

Reason 1: Yuen Long has two completely different airport routes

There are actually two routes from the Yuen Long area to the airport:

  • Via the Tuen Mun-Chek Lap Kok Tunnel (Tuen Mun-CLK Tunnel) — south from Yuen Long to Tuen Mun, straight through the tunnel to the airport. The tunnel is toll-free, and the route is short — the choice for the vast majority of trips today. The tunnel is about 5 km long, and the journey between South Tuen Mun and the airport can be shortened to approximately 10 minutes.
  • Via the Tai Lam Tunnel — east first through the Tai Lam Tunnel down to Tsuen Wan, then via the Lantau Link. Taxi tunnel fee $28, and the route is much longer. Since the Tuen Mun-CLK Tunnel opened, this route is used less often.

The fare gap between the two routes can exceed a hundred dollars. If a single fixed fare were mandated, the fleet would have to set it somewhere between the two, or on the higher side, to protect itself — meaning passengers taking the Tuen Mun-CLK Tunnel (i.e. the majority) would end up overpaying. Charging at meter 85% off instead means: take the short route, pay for the short route — much fairer.

Reason 2: The Yuen Long district is served mainly by New Territories green taxis, with a lower flag fall

Yuen Long and Tin Shui Wai are served mainly by New Territories green taxis, with a flag fall of $25.5, lower than the urban red taxi's $29; the per-jump rate is also $1.9 rather than $2.1, and the meter only needs to reach $82.5 to switch to the lower $1.4 per 200m rate (red taxis need $102.5). In other words, for the same route, the green taxi's meter reading is already lower than the red taxi's. Applying 85% off makes the savings even more pronounced. Reason 3: Yuen Long to the airport doesn't cross the harbour, so there's no return-fee issue

From Hong Kong Island or Kowloon to the airport, if the route crosses the harbour and you don't board at a cross-harbour taxi rank, you'd pay $25 tunnel fee + $25 return fee. Taking the Tuen Mun-CLK Tunnel from Yuen Long or Tin Shui Wai involves no harbour crossing at all, so this cost never exists in the first place — your fare is simply "distance × discount," the simplest possible structure. Under normal circumstances, the Tuen Mun-CLK Tunnel is the fastest and cheapest way from Yuen Long to the airport. Only in special situations — the Tuen Mun-CLK Tunnel closed, a serious incident, or severe weather — would a detour via the Tai Lam Tunnel → Tsuen Wan → Lantau Link be needed. In that case an extra $28 tunnel fee applies, and the meter reading will also rise noticeably due to the longer distance (estimated to reach $290 or more).
